Jelena is a professor of Constitutional Law, Administrative Law and Local Self-government Law. Her work concentrates on analysis of national legislation in the context of public administration reform (specifically, in countries of the Central and Eastern Europe and primarily in the fields of administrative and local self-government law), often focusing on the position of vulnerable groups of the society. In that context, she has dealt with the position of children and families in different areas in which public institutions are to provide protection of their rights or public services, such as social inclusion, educational policies, child vaccination or rights of women in childbirth.
