Graduated in Law from the Complutense University of Madrid. Member of the Superior Corps of Technicians of the Social Security Administration.

Currently Deputy Director General of Family Diversity in the General Directorate of Family Diversity and Social Services (Ministry of Social Rights and Agenda 2030), a position that, under different names, he has held since 2004.

Among his functions is the promotion of regulations, plans and state social programs to support families, with preferential attention to family groups with special needs and support for the exercise of parental responsibilities, in collaboration with both other public administrations and with social entities. He coordinates the positive parenting promotion project, together with the Spanish Federation of Municipalities and Provinces and with the technical assistance of a group of experts and researchers from various Spanish universities, to promote local policies to support families with evidence-based best practices.

He has been the representative of Spain in the Group of Experts on Demography and the Family of the European Union as well as in the European Alliance of Families, and a member of the Liaison Committee for the Conferences of Ministers responsible for the Family of the Council of Europe.
